Technical Support Officer (P-3)

PRINCIPAL FUNCTIONS

Under the supervision of the Head, Logistics Section and in accordance with the OPCW Core Values of Integrity, Professionalism and Respect for Diversity/Gender Equality, you will perform the following duties:

The Technical Support Officer (TSO) in charge of  the provision of technical expertise on the Inspection Equipment, by 

  • Providing the Inspection Division (INS) and other OPCW staff as necessary, with advice on technical and procedural aspects of the use of and handling the Inspection Equipment, including restrictions and conditions imposed by the OPCW Member States, whenever required;
  • Actively participating in the Equipment Issues Working Group (EIWG) to provide advice or feedback on the technical and procurement aspects of the inspection equipment and to implement the decisions taken by the EIWG;
  • In close cooperation with the designated staff of the Health and Safety Branch (HSB), Information Systems Branch (ISB), Office of Confidentiality and Security (OCS), and Administrative Division  (ADM) ensuring timely and efficient procurement, maintenance and repair of Inspection Equipment;
  • Supervising the scheduling and  management of planned preventative maintenance of a wide range of equipment, particularly important in relation to CW detectors, GCMS, protective clothing including masks, and other high value items;
  • Providing inspectors and other OAB staff with training on the use of inspection and facility equipment, whenever required;
  • Assisting and advising other OPCW Divisions and Branches on the technical and logistical aspects of common tasks conducted by the Divisions/Branches and the Operations and Administration Branch OAB);
  • Participating in the development and implementation of the Quality Documents applicable to the OPCW Verification Regime;
  • Overseeing the implementation of the OPCW Health and Safety Policy within the Equipment Storage facility and advising the Head of the Section on any relevant aspect of maintaining a safe working environment therein.

 

Manages the process of the OPCW Member States’ familiarization with the Inspection Equipment, by:

  • Preparing and processing the required documentation in accordance with the Chemical Weapons Convention (CWC) and the procedures established by the Secretariat for the Policy-Making Organs (PMO);
  • Providing the Member States with advice and clarification on the technical aspects of the Inspection Equipment whenever so requested;
  • Arranging and conducting presentations of the Inspection Equipment to the requesting Member States;
  • Evaluating the certificates or other relevant documents submitted by the Member States in relation to the use of Inspection Equipment and ensuring the equipment compliance with the required terms and conditions;
  • Developing and managing the database applicable to the equipment familiarization/certification process. 

 

Manages the Procurement Cell of the Logistics Section of the OAB, by 

  • Taking the lead in converting user requirements for new equipment capabilities identified by the INS and Verification (VER) Divisions into specifications for tendering by suitable suppliers
  • Supervising the procurement  activities related to the Technical Secretariat (TS)’s approved program of equipment replacement
  • Leading the identification of suitable replacements on the basis of the Equipment Replacement Plan
  • Assigning tasks to the Equipment Support Officer related to procurement activities
  • Providing the Equipment Support Officer with technical and administrative guidance whenever required.

 

Assists the Head of the Logistics Section in managing the section, by: 

  • Providing the Head of the Section with technical expertise on the Inspection Equipment and advice on the requirements for specialized training and certification for the staff of the Section and, arranging the respective training;
  • Submitting proposals for the OAB budget in all its aspects applicable to the technical and logistical support of the OPCW inspection and verification regime;
  • Acting as the Head of the Section whenever required.

 

Performs other duties as required.

 

 

RECRUITING PROFILE 

Education (Qualifications): An advanced university level degree or equivalent in technical science or engineering. The possession of higher education might be off-set against other certified training (e.g. military or civilian) together with an extensive technical expertise on chemical protection equipment, the procurement and related training experience for the use of it.

Essential:  Technical Engineering 

Desirable: Procurement, Budget and Finance, Administration

Required Certification (if applicable):  NA

 

Experience:  A minimum of five years experience in the management and maintenance of complex specialised technical equipment with advanced level degree and seven years with first level degree. Experience with CW detection and non-destructive evaluation (NDE) technology and ABC protection equipment would be a very strong asset.

 

Essential: 

  • Demonstrated experience of various technical equipment and services, including for maintenance, repair and upgrading the equipment;
  • Experience in determining and writing the technical and functional specifications for technical equipment to be procured or maintained;
  • Experience in training and advising end-users on the use of complex specialised equipment;
  • Experience in maintaining or overseeing electronic inventory systems;
  • Knowledge of or experience in planning, project management and budgeting processes. 

 

 

Desirable:  

  • Experience in managing and supervising a group of people of various ages, genders and technical backgrounds;
  • Working experience with the UN, other international organisations or specialised technical companies.
  • Familiarity with Results-Based Management (RBM).

 

Skills and Abilities (key competencies): 

  • Computer literacy in the use of MS Office applications, particularly MS Word and MS Excel and experience in  browsing the Internet for e-procurement;

Language Requirements:  Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
