PRINCIPAL FUNCTIONS

Under the supervision of the Head of the Programme Control and Monitoring Branch, the main function of the Senior Inspectorate Business Analyst is to support the execution of programmatic activities of the Inspectorate Division (INS), ensuring a fully integrated management of INS operational resources.

General

  • Demonstrate the core values of the OPCW in the execution of your duties.

Specific

Under direct supervision of the Head, Programme Control and Monitoring Branch, the Inspectorate Business Analyst:

Supports the administration, planning, programming/budgeting, and implementation, monitoring and evaluation of the work programme and priorities of the Branch:

  • Supports the execution of programmatic activities of the Inspectorate Division (INS), ensuring a fully integrated management of INS operational resources, working closely with relevant stakeholders to establish initiatives aimed at improving revenue and/or optimising the use of resources.
  • Provides a solid understanding of regulatory and reporting requirements as well as expertise in forecasting, budgeting, and resources analysis, combined with understanding of key performance indicators.
  • Supports the translation of strategic vision into concrete action plans by identifying key operational metrics, identifying management priorities, and determining what is feasible to deliver, developing business analysis models to outline bottlenecks, opportunities, and business solutions.
  • Conducts performance management of staff members to ensure the quality of delivery of programmes, projects, and individual objectives; defines learning objectives and ensures continuous professional development of staff.
  • Supports the preparation of necessary reports for the Director of Inspectorate (DOI) and the OPCW Senior Management.
  • Coordinates and consults with other INS staff, providing subject matter expertise for the programme, regarding the streamlining of workflows, optimisation of resources and enhancement of productivity of the INS programmatic activities.

Provides business analysis, risk identification and mitigation, and efficiency enhancement for all INS Missions and Trainings:

  • In close coordination with the Head of Programme Control and Monitoring Branch (CMB), the Operations and Technology Support Branch (OTSB) and Verification Division, coordinates the INS Annual Mission Plan (AMP) and Annual Training Plan (ATP), with the key focus on delivering both plans in full and on time while maintaining and enhancing technical and professional capabilities of the INS.
  • Ensures the timely collection, analysis, and impact assessment of inputs for the AMP and ATP from relevant stakeholders (Industry Verification Branch, Chemical Demilitarisation Branch in Verification Division, International Cooperation and Assistance Division, among others).
  • Prepare resource-based analysis, identify resources limitations, and reports on the impact of operational measures in the AMP, ATP on the INS Programme and Budget (P&B), proposes new approaches to ensure the optimal management of INS operational resources.
  • Reviews the AMP and ATP throughout the entire cycle of planning throughout execution, with focus on the definition and monitor of relevant (planning) metrics in direct consultation with relevant stakeholders within INS (e.g. Head of Inspectors Team Personnel (ITP) and Head of OTSB); participates actively in INS quarterly reviews for missions and training.
  • Continuously reviews business processes from end-to-end to identify operational, financial, and technological risks, recognising potential pitfalls and contributing to risk mitigation strategies and process improvements.
  • Performs the role of the INS Alternate Certifying Officer (CO) overseeing and ensuring the effective implementation and timely delivery of all the components.

Acts as coordinator and focal point for CMB information systems applications:

  • Responsible for gathering information from various sources, including stakeholders, data specialists and programmers, analyse data to understand business requirements and challenges.
  • Recommend solutions for management decision-making, proposes data-driven solutions which may include process changes, software enhancements or workflow improvements.
  • Act as bridge between IT stakeholders/teams and INS management, translate technical findings into action plans that are aligned with business goals.

Assists the Head of CMB, to lead the work of the Branch in such a way that it contributes to promoting and ensuring coordinated and synergised work planning and delivery across the branch nurturing a joined up working culture and practices.

Undertakes any special duties and tasks as assigned, such as assisting the Inspectorate Management Team (IMT) on technical issues and providing HQ-support to mission and training activities; international duty travel to be undertaken as per the requirement of the assignment.

Education (Qualifications):

Essential

Advanced University degree (Master’s degree or equivalent) in public administration, business administration (MBA), economics, engineering, or related field. A first-level degree (Bachelor’s or equivalent) in combination with qualifying experience (minimum 9 years) in the specified fields may be accepted in lieu of the advanced university degree.

Desirable    

  • Courses and training in areas like statistics, financial modelling, computer programming, and data science are an asset.
  • Professional certification in programme and/or project management is desirable.
  • Development of business analysis, budgeting and forecasting, business strategizing, planning, and monitoring, variance analysis, reporting and defining business requirements for stakeholders.

Experience: 

Essential

  • At least seven years of relevant experience in programme management, where at least three years are spent with management and leadership responsibility. Ideally, the experience would have been gained in an international organisation, multi-stakeholder environment or multilateral institution involving:
    • Preparation of strategies, formulation of business models.
    • Management of programmes in line with results-based principles.
  • Experience working with large data sets to produce implementation statistics, identify trends and report results.
  • Experience in using of financial modules for an Enterprise Resource Planning (ERP) system.
  • Proficiency in data analysis, data modelling and relevant experience in the use of Information Technology tools.
  • Experience and familiarity with relevant tools, software, and methodologies.
  • Experience working with networks, database, and other technology.
  • Experience working in an environment that handles classified information.

Desirable

  • Experience formulating budgeting and forecasting models, planning, and monitoring, variance analysis, and developing costing methodologies.
  • Experience in the use and implementation of ERP systems in particular budgetary module(s), associated budgetary processes and reporting.
  • Experience developing and implementing Results-Based Management.
  • Experience of bilateral technical assistance and capacity building programmes or capacity-building in the area of emergency response and preparedness.
  • Experience in preparing written outputs including background papers, analytical notes, and official reports to official, high-level decision making.

Skills and Abilities (key competencies):

  • Excellent and proven planning, organisational, coordination, negotiation, and problem-solving skills.
  • Strong analytical and conceptual skills in analysing and interpreting operational issues, assessing assistance needs and determining priorities, formulating options, and proposing and implementing solutions.
  • Demonstrated experience developing and managing capacity-building and other assistance programs, including training, and in mobilising resources from donor states for such capacity-building programs.
  • Political awareness and developed strategic thinking skills are critical for this post.
  • Demonstrated leadership and management skills, achieve results, and learn lessons and manage knowledge; a capacity for people management, team building, and staff development would be an asset.
  • Excellent inter-personal and communication skills with demonstrated ability to apply tact and accuracy and to present information clearly and logically both in writing and verbally.
  • Solid information technology skills including proficiency in Microsoft desktop packages (including Power Bi).
  • Ability to ensure an effective work structure to maximise productivity and achieve section goals.
  • Ability to coordinate the work of others, forge collaboration with other work units, work to tight deadlines and handle multiple concurrent activities.
  • Proven ability in establishing and maintaining effective working relationships with people of different national and cultural backgrounds.

Language Requirements: 

Written and spoken proficiency in English; a good knowledge of a second OPCW official language (Arabic, Chinese, French, Russian, and Spanish) is desirable.
