Head, Implementation Support (P-5)

PRINCIPAL FUNCTIONS

  1. Plans, manages, and controls the work programme and priorities of the Branch.  This includes performance management of staff members to ensure the quality of delivery of programme and individual objectives; plans, reviews and advises to the Director, ICA on the Branch’s budget to ensure maximum fiscal responsibility and efficacy; ensures the effective and timely implementation of capacity-building projects and activities relating to Article VII of the CWC, through effective project management and impact assessments; and acts in place of the Director of the Division, as delegated, to ensure proper financial and project management of divisional resources and programmes.  Ensures accurate and timely reporting to donors (both Member States and other organisations) on projects funded through voluntary contributions. 
  2. Proposes specific standards for the selection and development of suitable projects for the Branch and plans and supervises the development and implementation of such programs aimed at assisting National Authorities of Member States in their work, including providing effective training for National Authority personnel; develops implementation tools such as databases, software or information packages; and plans and organises different types of workshops (with regional or thematic orientation) and other types of exchanges between National Authorities, and between them and OPCW (such as networks, bilateral exchanges and visits including on-site assistance by OPCW). 
  3. Under delegated authority of the Director, International Cooperation and Assistance Division plans and supervises the implementation of the relevant decisions of the Conference of States Parties ; development of and providing guidance on the program content, supervising the logistical, financial and substantive preparations, directing and participating in the screening of applicants, supervising the actual program implementation and assessing its effectiveness. 
  4. Identifies implementation support needs of States Parties, and plans and supervises the delivery of programmes either directly by OPCW or in conjunction with State Parties that offer assistance.  Also proposes and develops the concept of an integrated and results-based approach towards implementation support programmes and on that basis develops or contributes to policy guidance for Member States.  
  5. Interacts and develops partnerships with other international organisations with similar objectives to those of OPCW to develop mutually beneficial programmes. 
  6. Makes recommendations to ensure efficient and effective work procedures, improve or streamline operations, and/or meet goals and objectives. Plans and prepares to meet wide range of changing priorities.
  7. Directs, and evaluates the work of the branch and direct reports in accomplishing assigned goals and objectives. Sets and evaluates overall performance objectives and accountable for overall performance of the branch staff.        Responsible for the overall work product and quality of the branch. Motivates and sets work example for staff. Provides advice, counsel, and relevant know-how, together with ongoing personal support and encouragement to staff of the branch with the aim of developing the branch into a high performing team;
  8. Managing the staff of the Branch to ensure:

-the branch is correctly staffed and able to complete the planned programme of work;

-appropriate direction and guidance and holds staff accountable;

-cohesive team work, and

-necessary skills development and training in order to carry out the assigned tasks and provide staff development.

RECRUITING PROFILE:  

 

Education (Qualifications): 

Essential:  An advanced or first level University degree in law, public administration, political science, business management, or other relevant social science disciplines.

 

Experience: 

Essential:  A minimum of 10 years of experience (or a minimum of 12 years with a first level degree) in programme management, research, and public administration; Experience in capacity-building programs with national governments within an international context.  Experience in managing and leading a multi-cultural team at an international level. Experience in disarmament and/or international security fields a strong asset.   

Desirable: Prior experience in an international organisation or working within a treaty implementation program.

Skills and Abilities (key competencies):

1. Excellent and proven planning, organisational, coordination, negotiation and problem-solving skills;

2. Strong analytical and conceptual skills in analysing and interpreting operational issues, formulating options, and proposing and implementing solutions;

3. Demonstrated experience developing capacity-building and other training programs, and in mobilising resources and collaboration from donor states for such development programs;

4. Demonstrated leadership and management skills, including ability to think strategically and achieve results; 

5. Excellent inter-personal and communication skills with demonstrated ability to apply tact and accuracy and to present information clearly and logically both in writing and verbally; 

6. Solid information technology skills including proficiency in Microsoft desktop packages; 

7. Knowledge of Results-Based Budgeting (RBB) and strong budgetary management experience;

8. Ability to ensure an effective work structure and environments to maximise productivity and achieve Section goals; 

9. Ability to coordinate the work of others, work to tight deadlines and handle multiple concurrent activities;

10. Proven ability in managing people and establishing and maintaining effective working relationships with and among people of different national and cultural backgrounds.

Language Requirements:  

Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish)
