Responsibilities

Job Summary

The Office of Confidentiality and Security (OCS) sets the framework, provides the guidelines, institutes the measures and implements the provisions necessary to guarantee and enforce the fulfilment of the stringent OPCW confidentiality regime; operational security of the Secretariat's assets; the security of all its electronic systems; the confidentiality of all classified material and its safeguarding. Whilst the security regime for the protection of personnel, property, operations and information are the responsibility and main objectives of the OCS, more widely OCS delivers security management in support of all OPCW missions and activities.

 

The Operations Security Section (OSS) provides security risk assessments of physical threats facing the Organisation, its staff and facilities, and manages the Organisation’s travel security programme. Based on the security risk assessments, the Section co-ordinates, plans and implements effective and efficient security solutions to lower the risks to an acceptable level and to provide the required level of protection.

 

The Associate Project Coordination Officer will serve as the point of contact for the internal and external stakeholders participating in projects related to physical and information security. The assigned activities will include managing project activities, maintaining liaison amongst project stakeholders, supporting project reporting and evaluation, providing assistance for all project activities, and contributing to substantive project products. 

 

This is a temporary appointment, and the duration of the contract will be eight months. 

Main Responsibilities

Under the direct supervision of the Head, Operations Security Section (OSS), the incumbent will be performing the following duties:

  • Responsible for managing assigned project activities and serves as the primary point of contact for project activities coordination of project requirements among stakeholders;
  • Establishes the purpose and scope of works to be completed in coordination with other OCS staff assigned to the project;
  • Plans and conducts project-related events, such as coordination meetings, and is responsible for preparing agendas, and following up on action items;
  • Oversees the handling of administrative tasks related to the project, creates the relevant project documentation, and manages all relevant correspondence;
  • Ensures timely and accurate budget and financial reporting and submission of documents based on administrative requirements;
  • Takes lead in preparation and submission of project reports and other documentations required by the management and stakeholders;
  • Prepares and disseminate project updates and other relevant communication to keep stakeholders informed about project progress and developments.
  • Manage and update project’s online platforms and document repositories;
  • Coordinate procurement activities for assigned projects, including coordinating and contributing to the preparation of scopes of work and contracts, and ensuring compliance with procurement policies and procedures;
  • Maintain records of all logistical arrangements for project activities, including registering planning of activities, taking notes of assigned actions and responsibilities, and following up on actions to ensure scheduled activities are enabled;
  • Provide administrative support to training and operational integration activities including the preparation of draft security instructions, tactical aids, flowcharts and other forms of documentation to support training and integration of project components; 
  • Assist in organising training sessions, workshops, and other initiatives for training and integration; 
  • Maintain records of training and integration sessions, attendance, and feedback from participants.

Qualifications and Experience

Education

Essential:

  • Advanced university degree in a relevant discipline related to security, such as in business administration, political/social science, psychology, international relations or a related field;
  • A first level university degree in combination with qualifying experience (minimum 4 years) may be accepted in lieu of the advanced university degree.

Knowledge and Experience

Essential:

  • At least two years of experience in relevant areas related to project management and coordination, with an advanced level university degree.

Desirable: 

  • Experience in project coordination, including preparing project documentation, organizing meetings, coordinating schedules, and supporting communication with stakeholders is desirable;
  • Experience working in a UN related organisation is desirable.

Skills and Competencies

To succeed in this role, you will need the following skills and competencies:

  • Strong organizational, multitasking, and time-management skills;
  • Excellent communication skills, both written and verbal;
  • Proficiency in administrative tasks, including procurement, financial tracking, and document management;
  • Ability to work in a multicultural environment and adapt to evolving project needs;
  • Proficiency in Microsoft Office and project management tools.

Languages

Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.

Appointment to this category of position at the OPCW will be in accordance with the relevant terms and conditions applicable to the post. This appointment will be for limited time only as stated.
