The Secretariat for the Policy-Making Organs facilitates meetings and wider consultations between States Parties and the Technical Secretariat, ensuring substantive and operative support to the policy-making organs and their subsidiary bodies in their decision making processes, including the follow-up and implementation of their decisions.


In support of this, the Secretariat for the Policy-Making Organs is responsible for the setting of agendas, coordination and meeting support for all scheduled and unscheduled meetings, provision of internal guidance including language and document-processing support to ensure the timely circulation of official-series documents, and provision of reprographic services within the Organisation.

Job Summary

The OPCW is hiring a forward-looking leader to head its Language Services Branch of the Secretariat for the Policy-Making Organs.

Main Responsibilities

The successful candidate will oversee the management of the branch which provides interpretation, translation, and editorial services provided in Arabic, Chinese, English, French, Russian and Spanish.


You will communicate effectively and diplomatically with staff and officials at all levels in a multicultural setting. In addition, you will advise the Director of the Secretariat for the Policy-Making Organs as well as Members of Delegations on language practices.

By taking necessary managerial administrative and budgetary actions, you will ensure efficient functioning of the branch through the selection, assignment, training and performance assessment of staff.

Qualifications and Experience


You should have an advanced or bachelors university degree or equivalent qualification in languages (translation and interpretation) from an institution of equivalent status;

Knowledge and Experience

Make sure you have at least 10 years of translation and interpretation experience (and 12 years with a First Level Degree), preferably within the United Nations system, 5 years of which should be leading and directing a multiple-language team.

Skills and Competencies

To succeed in this role you will need the following skills and competencies:

  • Proven experience in translating and interpreting politically sensitive and highly specialised technical subjects;
  • An understanding of international affairs. Thorough knowledge of the Chemical Weapons Convention is desirable, and a knowledge of related disarmament and technical issues is essential;
  • Knowledge of operating procedures of an international organization based on application of its Rules of Procedure and/or other statutory documents;
  • Computer literacy, including knowledge and ability to work with Windows-compatible word processing equipment;
  • Proven ability to work effectively to meet deadlines while leading a team;
  • Proven ability to set up ad-hoc language teams to provide linguistic services for events held both at and outside headquarters;
  • Good interpersonal skills and ability to work harmoniously in a multi-cultural environment;
  • Ability to plan and organise when under pressure;
  • Proven capacity to assist staff in their career development;
  • Initiative and problem-solving skills;
  • Tact, accuracy and respect for confidentiality;
  • A fluent knowledge of English, which must be a working language, and a solid working knowledge of at least two of the other official languages (Arabic, Chinese, French, Russian, and Spanish).


Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.

Additional Information

This fixed-term appointment is for the duration of two years with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules.

The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years.

The Director-General retains the discretion to not make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Several vacancies may be filled.
