Job Summary
This position is part of the Information Services Branch (ISB) that is responsible for providing reliable and secure ICT services in support of all OPCW programmes and activities. You will also be responsible for full lifecycle (Sourcing, Planning, design, development, test, implementation, administration, maintenance and support, decommissioning) of Information and Communication Technologies systems and services, including but not limited to: Local and Wide Area Networks, Unified Communications, Internet, Intranet, World Wide Web, Data Centre services, Business Systems, Infrastructure Systems, Mobility (remote access), and underpinning services, systems and contracts to deliver such services to the OPCW.
Main Responsibilities
As Associate Network and Systems Officer you will be providing 2nd and 3rd level support on network related requests through system troubleshooting of identified problems.
In addition, this roll also includes the following responsibilities:
Provides operational support to system developers, actively monitors network and systems; provides technical advice on hardware, software solutions and ICT technologies.
Assists in the coordination of the work of the Operations Team, by monitoring and updating work queues and planning work requiring team effort, as delegated by the ICT Operations Officer.
Performs technical activities linked to the upkeep of production environment, as per target SLAs.
Evaluates, analyses and recommends technology deemed suitable to the OPCW’s networks and requirements to be implemented to the ICT Operations Officer.
Implements and/or controls the life cycle of information Technology infrastructure and systems.
Coordinates the work of consultants when required.
Provides support and recommendations on technological changes for the organisation; propose strategies and plan for introducing technological changes, in particular in the areas of networks and telecommunications.
Performs the installation, maintenance, upgrading and administration of operational and support systems within the OPCW for the Secure Non-Critical network (SNCN) and Secure Critical Network (SCN). Coordinate the work of peers when required.
Sound planning and implementation of upgrades anticipating hardware failure and taking corrective action organising backups.
Scheduling implementations of new components as required on all active network components, due either to failure or upgrade.
If downtime/risk of downtime is unavoidable, affected parties will be told in advance.
Oversees maintenance and service contracts.
Advises, provides guidance and documented procedures to system administrators and service desk personnel with implementations of appropriate and effective technical solutions to problems.
Proposes and implements improvements on infrastructure, work procedures, services and security controls.
Assists in the response to incidents of breach of Confidentiality, as instructed by the Head of Operations, Infrastructure and Support (OIS) in agreement with the office of Confidentiality and Security (OCS)
Advise and assist management on available technologies and how best to utilise any available products and resources relating to IT within the organisation.
Educational qualifications required for this post
Essential: Advanced University degree in Information and Communications Technology, Engineering, Computer Science or related. A bachelor’s degree (or equivalent) in Information and Communications Technology, Engineering, Computer Science or other relevant subject with 4 years` experience may be accepted in lieu of an Advanced degree.
Specialised or Technical training with relevant professional certifications at expert level (e.g. CCNP/CCIE) with additional qualifying experience (minimum 8 years) may be accepted in lieu of the university degree.
In-depth technical knowledge of Cisco Catalyst switching hardware and software gained over some years of providing support in an IT enterprise environment, including using change management, incident management processes, and ownership of support cases opened/closed via hardware vendors.
In-depth technical knowledge of Cisco wireless networking technology, including Cisco Access Points, Wireless LAN controllers, CISCO ISE, gained over some years of providing support in an IT enterprise environment.
Familiarity with networks performance monitoring tools.
Solid technical knowledge of software upgrade procedures for Cisco routers, switches and wireless devices.
Solid knowledge of Local Area and Data Centre networking and protocols, in particular, VLAN's, 802. lx (Cisco ISE), VRF's, vPC's, QOS, VPN's, TCP/IP and Ethernet.
Experience leading projects in the field of ICT Networking and Infrastructure.
Desirable: Relevant training/certification on Information Security, ITSM Frameworks such as ITIL, and Project Management training/certification (Prince2 or equivalent).
Required Certification (if applicable): Formal Certification in Cisco Technologies, preferably in the area of infrastructure/networks or Cisco Technologies (CCNA, CCNP Enterprise) is desirable.
Experience
Essential:
- At least 2 years of combined experience related to information and communication technologies, with an emphasis on networks and telecommunications is required with an Advanced degree. A minimum of 4 years' experience in the same areas is required if only a first degree has been obtained. A minimum of 8 years' experience is required with specialised or technical training.
- Knowledge and experience in ICT Infrastructure, in particular networks and telecommunications.
Desirable:
- A mix of work experience in private sector and international organisation(s) would be an asset.

- Knowledge and/or experience in IT Governance and/or IT Architecture, is an asset.
Language Requirements
Language Requirements: Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
