Head, Talent Acquisition (P-3)


Principal Functions

Under the direct supervision of the Head, Talent Management and in accordance with the OPCW Core Values of Integrity, Professionalism and Respect for Diversity/Gender Equality, the Head, Talent Acquisition performs the following duties:


  1. Manage, on a daily basis, the work of the Talent Acquisition team within the Talent Management section of the Human Resources Branch, ensuring that all recruitments are completed in accordance with all relevant policies and procedures, ensuring that the expectations of post owners are met, and in a timely manner. As the first-line supervisor for all members of the Talent Acquisition team you will provide guidance and coaching to facilitate a culture of engagement and performance;
  2. Provide advice and guidance to relevant stakeholders on complex recruitment matters, such as multiple-post recruitments, outreach and sourcing, contract modalities and selection tools. Act as the point of contact for all recruitment-related matters;
  3. Manage, in collaboration with the Head, Talent Management, a robust recruitment plan and to identify and facilitate the proactive recruitment of upcoming vacancies within the OPCW;
  4. Engage in regular conversations with the Division Directors to ensure plans are in place to target recruitments 12 months in advance of post becoming vacant (where this is known) and forecast future hiring needs;
  5. Initiate, and advice on, recruitment marketing and employer branding in relation to talent acquisition;
  6. Manage a proactive sourcing approach to build talent pools, particularly for hard-to-attract talent segments Ensure that sources of qualified candidates are identified for all OPCW posts, supporting organisational targets whilst not compromising on the quality of candidates;
  7. Actively develop and engage in outreach activities to enhance the employer brand of the OPCW to ensure the Organization remains an employer of choice. This includes giving presentations at outreach events and the development and continuous actualization of the OPCWs recruitment related web pages. Detailed guidance should be provided to candidates to facilitate the application process;
  8. Oversee the effective use of the Talentsoft recruitment system ensuring that it meets the ongoing needs of the organization. Continuously seek opportunities to improve the Talentsoft recruitment system and collaborate with relevant stakeholders to implement these improvements;
  9. Be the product owner and expert for all selection and assessment tools used by the Talent Acquisition team. Manage and administer these tools and train the Talent Acquisition team members in using them;
  10. Manage business relationships with relevant external service partners;
  11. Provide input for reports and other data collection requests on recruitment related data, in collaboration with the HR Analytics Officer. Liaise with the HR Analytics Officer on the continuous improvement of the use of sourcing and recruitment data to facilitate the hiring needs;
  12. Keep abreast of the latest trends and best-practices in the field of Talent Acquisition. Give training, coaching and guidance to the members of the Talent Acquisition team on (new) recruitment practices, tools and innovations. Provide training on recruitment and selection to staff;
  13. To represent the OPCW at recruitment related conferences and careers fairs;
  14. Any other duties as assigned.

Knowledge and Experience

Education

Essential

An Advanced University degree in human resources management, public or business administration, industrial relations, psychology or other social sciences; a first level university degree in combination with a minimum of 7 years of qualifying experience) may be accepted in lieu of the advanced university degree. Equivalent specialised or technical training combined with 11 years of practical experience may also be considered in lieu of a first or advanced degree.


Experience

Essential

  1. At least 5 years of hands-on experience in recruitment and selection including drafting tests and preparing and conducting interviews;
  2. Strong experience in a leadership role within talent acquisition ;
  3. At least 3 years’ experience managing a Talent Acquisition or Recruitment team;
  4. Experience in providing a service to managers balancing competing priorities;
  5. Experience in running multiple recruitments at one time;
  6. having worked in a multi-national/multi-cultural environment;
  7. full appreciation of diversity and the application of its principles to talent acquisition;
  8. Experience of drafting documents for senior management;
  9. Attention to detail;
  10. Demonstrable integrity;
  11. Computer literate.

Desirable 

  1. Experience working with the principles and rules, regulations, general procedures and legal framework of the UN Common System with direct UN recruitment experience;
  2. Additional experience over and above the minimum required for the post;
  3. Experience with recruitment marketing;
  4. Experience with (and/or licensed in) psychometric testing such as Myers Briggs, 16PF or equivalent;
  5. Experience with applicant sourcing and the implementation of a sourcing strategy.

Language Requirements

Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
