COMPLETE OUTLINE - Inspector P-3 (Advanced Health and Safety Specialist)
PRINCIPAL FUNCTIONS
Under the Supervision of the Head of Inspection Cell or a designated Inspection Team Leader, the post holder supports the operational planning and on-site execution of Articles IV, V and/or VI inspections at a wide variety of declared facilities and military installations world-wide as specified below:
General
- To act in a professional manner and maintain the code of conduct at all times.
- To maintain confidentiality in accordance with the Manual of Confidentiality Procedure (MCP).
- Ensure the health and safety of him/herself and colleagues is not compromised by action or lack of action of the post holder.
- To assist in mission preparation, by reviewing and analysing declarations, Facility Agreements (FA), relevant technical information relating to the designated inspection sites and by conducting additional relevant research.
- To assist in preparation of NRMs, in accordance with mission instruction issued by the Director General.
- To function in roles assigned by a designated Inspection Team Leader and complete the tasks associated with these roles to ensure an efficient and orderly inspection.
- To participate in and contribute to pre-inspection briefings site familiarisations and mission debriefings.
- To assist the inspection team (IT) in meeting the requirements of the inspection mandate, in accordance with the Chemical Weapons Convention (CWC) and Quality System Documentation, as well as relevant policy documents and mission instructions.
- To contribute to the preliminary findings and in finalising of the final inspection report, ensuring the accuracy of technical advice given and/or communicated to the Inspection Team Leader.
- To raise any issues that may require further attention during inspections.
- To maintain proficiency and meet the requirements of training activities to ensure retention and development of technical skills and knowledge, whether this is at headquarters or in other locations around the world.
Execution of Article IV or V inspections
- To provide HS support to inspectors performing munition or CWA assessment during CWSF, OCW, CWPF and ACW inspections, as well NRMs.
- To carry out the full range of activities in evaluating the technological basis of the declared chemical weapon (CW), which includes both the chemical weapon agent (CWA) and the metal parts, this will be irreversibly destroyed in a Chemical Weapons Destruction Facility (CWDF).
- To monitor and verify the destruction of CW in CWDFs.
- To participate in sub-teams work and perform other activities as requested by the Inspection Team Leader.
- Particular Speciality Responsibilities:
- Provides primary support and advice to Inspection Team Leader and Inspectorate personnel for health and safety issues related to inspection activity.
- Acts as an independent health and safety specialist assisting and advising the inspection team.
- Develops, researches and completes preparation of health and safety plans for the conduct of specific inspections in the chemical weapons facilities inspected by OPCW.
- Reviews and analyses confidential information (e.g., declarations of state parties, facility agreements, previous inspection reports) and public information (e.g., literature and internet searches) to identify country and site-specific health and safety issues, including chemicals and chemical processes involved.
- Determines the specific requirements for medical, health and safety equipment, and pharmaceuticals to be taken on inspections.
- Reviews fitness certificates and medical history forms of the team members to prepare for and anticipate any issues.
- Prepares and executes pre- and post- inspection health and safety briefings with all of staff involved in verification and operational activities, with particular attention to health and safety matters, as well as the overall conduct of the inspection.
- Provides inspection specific health and safety advice to other sections within the Inspectorate and Chemical Demilitarisation divisions.
- Monitors and oversees the health and safety requirement of inspectors in transit and on-site, advising the Inspection Team Leader on such matters.
- Reports on, evaluate and assess local medical facilities and services and pass this information by documenting in the relevant parts of the mission health and safety plan to the Health and Safety Branch.
- Provides routine assessment, treatment and management of inspector medical illness, injury, trauma and exposure to chemical weapons.
- Provides assessment, treatment and management of inspector medical emergencies.
- Co-ordinates the medical treatment of inspectors with national medical services or oversees the medical evacuation process, consulting with medical officers at headquarters.
- Implements an occupational hygiene, monitoring and detection plan on inspection sites using OPCW detection and monitoring equipment. Interpreting the detection and monitoring results and providing an assessment for the Inspection Team Leader.
- Supports NDE operations with emphasis on radiation safety.
Assistance and protection against CW, Challenge Inspection (CI), Investigation of Alleged Use (IAU), as well as participation in other OPCW NRMs:
- To maintain readiness for Non-routine missions, by means of participation in any training and exercises, when scheduled.
- To assist the Inspection Team Leader in inspections carried out in accordance with Articles IX and X of the CWC or in accordance with decisions of the OPCW Policy Making Organs (PMO) or the OPCW Director General instructions. This will include activities already described above, but with an extra dimension because of the nature of the inspection and additional activities that might be included.
- To provide expert evaluation of CW related medical casualties and ability to interview affected subjects competently.
Particular Speciality Responsibilities:
- Performs area reconnaissance and uses of all equipment associated with such activity.
- Conducts collection of sample (including chain of custody).
- Monitors Explosive safety during investigations involving items containing explosive hazards.
- Operates all OPCW approved chemical agent detection equipment.
- Uses all OPCW approved chemical protective equipment.
- Establishes and/or operates a decontamination line as required.
Support to other inspections
- To provide Advanced Life Support medical/safety support during other inspections as required.
Support the effective operation and improvement of Inspectorate and other Divisions
- To carry out tasks within the Headquarters as designated by the Head of Inspection Cell. These tasks include, but are not limited to:
- Provides support and participates in activities of other Inspectorate Cells, if required.
- Assists in the development, review and implementation of training courses and programmes.
- Assists the Head of Inspection Cell in the development and review of quality system documentation (SOP’s and WI’s).
- Assists the Head of Inspection Cell in achieving the responsibilities and objectives of the Cell as detailed in the PMAS.
- Performs as the duty officer in the Operations Centre, when assigned.
Provides feedback on methods which may improve the cost effectiveness of the verification regime.
RECRUITING PROFILE
Education (Qualifications):
Essential: An advanced university degree or equivalent in Health Sciences, or other closely related field
from a recognised institution; a first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. The lack of a degree may be off-set with relevant certified training together with
an extensive technical background.

Experience:
Essential:
A minimum of five years of relevant experience with an advanced degree or seven years with a first level degree or eleven years with an equivalent or specialized training such as a paramedic, physician’s assistant, professional nursing or health and safety technician. Only candidates with recent hands-on pre-hospital or remote clinical experience with current valid registration will be considered.
Desirable:
- Knowledge and experience with operating procedures in hazardous chemical and biological environments (in particular, chemical warfare agents);
- Experience in occupational health and safety matters (including radiation safety);
- Military service with knowledge of munitions;
- Military or police service with experience in deployment to hostile environments;
- Experience in the conduct of forensic investigations.
- Experience in peacekeeping in conflict zones or NRMs considered as an advantage.
