PRINCIPAL FUNCTIONS

Reporting to the Director of Verification, and in accordance with the OPCW Core Values of Integrity, Professionalism and Respect for Diversity/Gender Equality, the Head, Project Management Team:

1. Ensures delivery, within established and agreed timelines, budgets, scope, and quality, of designs and the constructed facility.

2. Ensures timely development and implementation of the project estimates, schedule, and budget, as well as change, risk, quality management, and acceptance plans.

3. Leads planning and implementation of the Team’s resource requirements, programme, budget, and activities and establishes concrete objectives, milestones, and performance indicators in line with results-based management principles.

4. Leads provision of essential project support functions such as accounting, procurement and contract management.

5. Monitor the progress on agreed results framework and performance indicators and take action/decision as required.

6. Manages the staff of the Team as well as contractors and consultants involved in the project to ensure the quality of their work and the delivery of the project.

7. Builds linkages and cooperates effectively with relevant staff and units in the Technical Secretariat to ensure appropriate coordination and communication regarding planning and implementation of the project.

8. Provides regular reports to the Project Board to demonstrate the progress and performance of the project, and brings any risk to the successful outcome of the project to the Project Board’s attention.

9. Develops strategies to mitigate the effects of issues and risks that emerge during planning and implementation and implements these strategies. 

10. Provides expert advice and guidance to, as well as liaises with, Executive Management, the Project Board, and the Project Coordination and Assurance Team regarding project planning and implementation.

11. Ensures that the activities of the Team and project are planned and conducted in a manner compliant with organisational rules, regulations, policies and procedures, and interests.

12. Liaises and maintains effective relationships with States Parties and other stakeholders as required. Sets and maintains a high standard of job site safety with the construction contractor throughout project implementation.

13. Contributes to knowledge management, including documenting results, lessons learned and good practices. 

 

EDUCATION:

Essential: Advanced university degree (Master’s degree or equivalent) in engineering management, construction management, facilities management, civil or mechanical engineering, or another relevant engineering discipline. 

A combination of a first-level university degree in a relevant field with a minimum of 12 years of progressively responsible experience, together with experience in the management of technical infrastructure and upgrade projects for buildings and facilities, or an appropriate level of demonstrated experience and success in project management and engineering in the delivery of complex scientific and technical facilities and infrastructure, may be accepted in lieu of the advanced university degree.

Required Certification: Licensed or registered engineer in civil or mechanical engineering.

 

EXPERIENCE:

Essential: A minimum of 10 years (or 12 years with a first-level university degree) of progressively responsible experience at a senior level in managing and coordinating projects for the construction of scientific and/or technical facilities and infrastructure.

Desirable: 

Experience managing construction projects in an international environment.

Experience managing construction projects for an international organisation.

 

RECRUITING PROFILE: 

1. Demonstrated ability to successfully deliver construction projects on time and on budget, including the ability to adjust strategy and implementation to meet new delivery targets.  

2. Proven and innovative project planning, coordination and management skills, including with regard to the preparation of budgets and cost estimates and the tracking and monitoring of project expenditures. Knowledge of Prince2 is desirable.

3. Thorough knowledge of relevant engineering disciplines, construction techniques and technologies, and job site management, including with regard to health and safety. Good knowledge of Dutch legislations relevant to construction will be an asset.

4. Demonstrated ability to develop clear goals that are consistent with agreed strategies, to prioritise activities and assignments effectively, to foresee risks and to apply contingency plans during the planning and implementation stages of capital construction projects. 

5. Proven ability to draft concise and high-quality written documents required for implementation of construction projects, e.g., tender documents for construction contracts and the outsourcing of technical services, work and resource plans, and project progress reports.

6. Demonstrated ability in planning for, procuring, and managing external contractors and consultants.

7. Demonstrated ability in negotiation and contracting methods and processes used in design, engineering, and construction. Knowledge and experience with FIDIC contract templates is an asset.

8. Proven ability to deal with conflicts regarding project delivery with contractors and consultants, and to negotiate solutions that meet with the requirements, budget and timeline of the project.

9. Proven record of building and managing teams, including ability to effectively motivate and supervise staff.

10. Excellent inter-personal and communication skills with demonstrated ability to apply tact and accuracy and to present information clearly and logically both in writing and verbally.

11. Proven ability in establishing and maintaining effective working relationships with people of different national and cultural backgrounds.

12. Information technology skills including proficiency in Microsoft Office packages.

13. Strong knowledge of Risk Management and Results-Based Management (RBM);

14. Knowledge of International Public Sector Accounting standards (IPSAS) is desirable.

15. A driving license is desirable for regular trips between the OPCW HQ and the construction site

 

Language Requirements:

Fluency in English is essential. Good working knowledge of Dutch is an asset.
