Principal Functions
Under the direct supervision of the Assistant to the Head of Operations Security and under the overall guidance of the Head of Operations Security, the incumbent performs the following duties:
- Supervise and manage the 24/7 Security Guard Force:
- Supervises security officers and security guards and carries out inspections to ensure that officers and guards on duty are discharging their functions appropriately and in accordance with established practices and procedures;
- Conducts daily briefings and assign officers and guards to various functions or posts as required;
- Examines routine reports prepared by subordinates, including routine entries to electronic logbooks and reporting systems, and certifies their content, quality, and accuracy. Ensures that necessary reporting regarding tasks is completed on time and as required;
- Assists in preparing security plans, including traveling in advance where so required, in relation to special events, missions or conferences;
- Makes recommendations to the supervising officer on operational matters;
- Briefs officers and guards under command of possible security threats and related operational plans and ensure readiness to respond;
- Assumes control of specific areas as assigned during periods of heightened security;
- Operates and monitors security posts and systems in OPCW premises as required;
- Ensure requests from staff, delegates and visitors received at security posts are responded to or escalated for response from other levels of OCS;
- Issue security defensive, restraint and communication equipment;
- Counsels, coaches and mentors officers under command;
- Carries out the performance evaluation of security personnel under command, takes action to remedy and address under performance;
- Prepares written reports of all unusual incidents;
- Makes recommendations on basic security operation.
- Guard the terrain, perimeter and secure zones of OPCW-premises:
- Checking the security management system for any alarms, security-violations and malfunctions, internally, on perimeter security and secure zones;
- Respond to and solve any alarm, violation and malfunction generated by the security management system;
- Conduct security-checks on perimeter for hazardous situations (fire, malicious acts. etc);
- Monitor the perimeter security and secure zones with CCTV system, and respond to any alarm or violation detected via the system or on receipt of information;
- Protect staff, delegates and VIP-visitors from any threat or hazar;
- Attend and successfully complete required training in control and restraint techniques.
- Promote a safe working environment and assist in the evacuation of personnel on the Technical Secretariat as required:
- Ensure that the place of work is well maintained, safe, orderly and operational;
- Supervise the first response to security and safety incidents on site to ensure personnel safety when required;
Knowledge and Experience
Education
Essential
High school diploma or equivalent. Additional security or military training is required.
Desirable
Education in team leadership roles from a police or military academy.
Desired Certification(s)
Security supervisor or security management certifications.
Experience
Essential
Minimum of four years’ experience working as a team leader in an operational security context involving security officers armed with defensive or other weapons. Experience in areas of security operations within a physical security service , including physical security, personal protection, strategic and operational planning, fire prevention and suppression, emergency medical and hazardous material response, video imaging badge systems and methods of instruction, or related areas.
Desirable
Experience in security operations within a UN physical security context.

Language Requirements
Language Requirements: For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
