Senior Equipment Specialist (GS-7)


RESPONSIBILITIES

    1. Organize and manage maintenance processes for Inspection Equipment at the Equipment Store:

      1. Plan and organize overall maintenance and calibration activities for Inspection equipment, maintain service and maintenance history records database for all equipment;
      2. Perform maintenance of equipment in his/her area of speciality, coordinate maintenance and servicing activities with the other Senior Equipment Specialists and with external service providers;
      3. Analyse any malfunctioning equipment and recommend actions for repairs and replenishment;
      4. Identify equipment beyond reasonable repair conditions or equipment having reached end of service life and prepare disposal recommendations;
      5. Establish and maintain a comprehensive library of the equipment user’s manuals
      6. Initiates the procurement for necessary parts for equipment maintenance;
      7. Initiate procurement and maintain tools and calibration equipment in the workshops;
      8. Based on maintenance and usage records, report to the Equipment Issues Working Group (EIWG) and advise the Technical Support Officer on the overall status of the equipment and life cycle management
      9. Test and check the quality of equipment returned from external repairs to ensure that the work has been carried out following the service contract requirements and follow up with the suppliers to resolve potential issues
      10. Provide inputs to the annual procurement plan especially regarding maintenance and servicing contracts, spare parts and workshop equipment
      11. Check the performance of contractors for maintenance and servicing activities as well as certify new supplies of equipment to ensure the amounts are correct before completing the release form for payment.

     

    1. Assume responsibility, control and maintain Communication Equipment:

      1. Program the user settings on all communications equipment prior to issuance in accordance with the NA allocated frequencies
      2. Carry out maintenance on communications equipment, checking and testing the equipment with specialised test equipment ensuring OPCW quality standards;
      3. Develop and maintain the communications data master lists and Sat-Com equipment cards, and keep the history records updated
      4. In cooperation with the Senior Communications Assistant and the Communications officer, provide technical support to deployed teams as required
      5. Draft and implement initial WIs on storage instruction and operation of equipment related to communications and IT.

     

    1. Mission Preparation, issuance and receipt:

      1. Advise during Equipment meetings and mission preparation on equipment and maintenance related issues;
      2. Assemble and check inspection equipment as mission equipment list is received;
      3. Ensure documentation for the inspection is complete and signed including completion of relevant custom forms;
      4. Issue the equipment to the inspectors in accordance with the agreed equipment list and ensure completeness of documentation;
      5. Assist inspectors on any aspects of the issuance or receipt processes;
      6. Instruct OPCW staff on the use and operation of inspection equipment related to his/her field of expertise;
      7. On the return of an inspection team check in the equipment to ensuring completeness and that all relevant documents have been completed;
      8. Clean, check and test all the equipment prior to returning it to the storage area.

     

    1. Assist in and support of equipment management, capability development and related operational projects

      1. Support the Technical Support Officer in the management, evaluation and further development of technical solutions and procedures for field inspection equipment, equipment life cycle management, maintenance and calibration issues;
      2. Participate in capability development projects, especially in the field of communications equipment, and participate in technical evaluations for communications and crypto equipment and make recommendations to Technical Support Officer and the Communications Officer;
      3. Support the Technical support Officer in the maintenance, further development, and improvement of existing information systems such as inventory system, maintenance management system by mapping processes, gathering and analysing requirements
      4. Under the guidance of the Technical Support Officer, if required, represent the OPB LOG in cross divisional working groups and project teams concerning equipment and capability development projects affecting operations.

     

    1. Other support duties relevant to the responsibilities

      1. During the absence of the Equipment Store team Leader carryout assigned functions;
      2. In the absence of the Technical Assistant (NDE) carryout assigned duties;
      3. Ability to apply technological tools, relevant to the job and to keep abreast of developments in the profession so that the latest technical information is available, by visiting exhibitions, companies and search the internet on developments;
      4. Draft working Instructions on the use, operation and checking of safety equipment;
      5. Participate in the inspector training schedule as a Logistic Officer / Inspection Assistant
      6. Participate in the development of training programs and other activities for inspectors and external visitors, provide lectures in the field of relevant expertise to inspectors or external trainees and for capacity building activities;
      7. Participate and provide support to deployed missions and other events as required;
      8. Advise on matters relating to equipment operation, packaging and storage.

    Knowledge and Experience

    Education

    Essential

    High School Diploma or equivalent Diploma of higher Secondary Education in the field of maintenance, communications and/or other relevant technical fields.


    Desirable

    Additional training and experience in the following fields of technology desirable:

    1. Asset management and inventory management systems;
    2. Life cycle management and maintenance systems;
    3. Workplace health and safety management;
    4. Material handling (including operating licence for forklifts and palette loaders);
    5. Transportation, packaging and handling of dangerous goods;
    6. Sharepoint;
    7. Office 365;
    8. Satellite and radio communication;
    9. Project management eg. PRINCE2.
    10. Experience

      Essential

      At least five years of relevant professional operational experience;

      Experience in efficient management and supervising work of small teams;

      Sound work experience with technical equipment

      Experience working in confidential environments;

      Experience in supporting deployed teams;

      Experience working with communications, satellite communications and crypto equipment;

      Experience in maintenance management, stock management and troubleshooting;

      Experience in technical support and maintenance certification work;

      Experience in contract management and coordination with external service providers;

      Material handling , ground handling and transport preparation awareness.


      Desirable

      Experience in using computerised administration systems;

      Experience in field deployments and working in hostile environments;

      Sound knowledge of maintenance and asset management, inventory management and warehousing systems;

      Experience in operational environments and field missions, preferably for an international organisation;

      High interest and up to date knowledge of new technologies;

      Experience in Chemical Protection Personal protection in hazardous environments;

      Experience with relevant technical equipment.

      Language Requirements

      Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
