PRINCIPAL FUNCTIONS

Under the direct supervision of the Director of Inspectorate (DOI), the Head of Inspector Team Personnel (ITP) - Industry and Technology Advancement Unit (HITP/ITA) is responsible for the INS’ technical activities related to the conduct of industry inspections under Article VI of the CWC and maintenance of technical qualifications of the pool of inspectors to be deployed to all types of missions, as well as other operations and international cooperation activities. The HITP/ITA shall support additional projects and programmes at Headquarters (HQ), as assigned by the DOI, and in accordance with the needs of the Technical Secretariat (TS).

 

Ensure the successful coordination and implementation of INS Programme Objective 2 (Industry Inspections - Article VI), and actively support the implementation of INS Programme Objectives 1 and 3:

  • Monitor and evaluate efforts to track progress of INS programme implementation and keep management updated through reports and other relevant tools.
  • Provide support, advice and implement actions for improvement of inspection’s procedures and practices.
  • Provide inputs to key INS and TS documents.
  • Discuss and promptly address issues related to and/or raised during missions.
  • Lead, when required, inspections under Articles VI of the CWC.

 

Manage and supervise Inspection Team Leaders (ITLs) and Inspectors:

  • Mentor, coach, and support development of technical and soft skills of staff, including the technical aspects of missions, projects, and training.
  • Accountable for the duty of care of staff and keep track of progress and development.
  • Plan and schedule the professional development of ITLs and inspectors.
  • Conduct performance management and appraisal of the ITLs and inspectors, acting as first appraising officer for ITLs, and second appraising officer for inspectors.
  • Establish continuous meetings and communication to inform ITLs and inspectors of relevant issues affecting their work and act as the focal point to address their concerns and facilitate information flow between the management and the ITLs and inspectors.
  • Continuous control and monitoring of ITLs and inspectors related KPI’s; provide constant feedback to management and propose solutions.

Lead, coordinate, and coach inspectors in intra-divisional activities and projects aligned with divisional focus areas:

  • Foster teamwork, synergies, and collaborative work within ITP Units and across INS and other Divisions.
  • Ensure that projects and activities are clearly defined and executed on-time.
  • Ensure a balanced distribution of activities to all ITLs and inspectors, additionally to the work related to routine and non-routine deployments.

Develop and maintain relevant technical capabilities, ensure continuous training of ITLs and inspectors, and keep abreast of technology advances and innovation:

  • Contribute to overall technical expertise development of INS.
  • Identify and promote best practices on industry inspection’s processes and technologies to improve Article VI inspector’s training and the conduct of inspections.
  • Identify and promote advances in science/technology in the industry segment(s) that are relevant to the Article VI verification regime.
  • Propose, plan and conduct technical projects to address areas related to developments in science and technology, and actively support the Secretariat’s anticipated activities at the CCT (e.g. equipment validation project).
  • Maintain updated relevant Quality System Documents related to ITP core activities.

Ensure building capacities, and develop, support and foster Knowledge Management (KM) in INS that are relevant to current and future operations:

  • Support the process to identify training needs for ITP staff, including initiatives to support the Advanced Training of Inspectors.
  • Contribute to INS efforts to support and enhance other Divisions’ capacity building activities with States Parties (SPs).
  • Facilitate INS’ assistance in response to requests necessitating inspector expertise to support programmes of other areas at the TS, as applicable.
  • Ensure the development and preservation of core knowledge relevant to efficient planning and execution of Article VI inspections.
  • Develop and strengthen a system for capturing lessons learned from Article VI inspections and ensure that these lessons are reflected in INS practises.
  • Prepare reports and manage staff resources needed for projects on knowledge retention and enhancement.

INS ITP Training and distance learning programme:

  • In coordination with Head ITP/CCD, contribute to the development of the technical aspects of INS Training Plan (INSTP) for ITP staff, and in coordination with the Head of Control and Monitoring Branch (H/CMB), carry out the planning, preparation, and execution of the INSTP.
  • Support implementation of a comprehensive process to identify training requirements, design learning and KPIs ensuring the most effective and efficient means to implement the INSTP.
  • Ensure regular reviews and evaluations of the INSTP so that it consistently meets the strategic objectives of the INS, while supporting (on-site) control and monitoring of INSTP budget and propose initiatives with a view to enhance cost-saving measures.
  • Support the INS distance learning programme.

Under the guidance of the DOI, provide technical advice and support to other units of the TS:

  • Brief the Scientific Advisory Board (SAB) on inspection related procedures and equipment.
  • Direct and conduct lectures and/or practical exercises in support of the Technical Secretariat functions.
  • Participate and advise teams/working groups in discussions with the SPs on Facility Agreements, and technical and logistic issues related to verification.
  • Represent INS as focal point for other TS Divisions, units, and advisory boards.

Under the supervision of the DOI, participate in HR-related processes within INS:

  • Support HR-related processes, including inspectors’ rehiring, promotion scheme, onboarding of new inspectors and inspectors under SSA contracts.

 

Undertake any special duties and tasks as directed, via the DOI, by the DG:

  • Officiate for other appointments of same or similar grade within other units of the Technical Secretariat.
  • Assist the DG/DDG/DOI on technical issues during their visits to SPs.

Education (Qualifications):

Essential:

  • An advanced university degree in a STEM subject (science, technology, engineering, and mathematics), in international relations, in public administration or in any other close related area from a recognised institution in addition to proven relevant working experience (minimum 10 years). A first-level university degree in combination with relevant qualifying working experience (minimum 12 years) may be accepted in lieu of an advanced university degree.

 

Desirable:

  • Training in sustainable chemistry, responsible care, chemical safety and/or security, relevant related technologies and Artificial Intelligence, and/or other close related fields relevant to the CWC.
  • Training in leadership, staff management, project management, quality management and assurance, business processes, results-based monitoring and evaluation system.

   

 

Experience: 

 

Essential:

  • A proven track record of successfully leading, managing, and mentoring multi-disciplinary teams.
  • Leadership experience gained in a managerial, government, scientific or technical area.
  • Ability to communicate effectively to a diverse professional audience (both verbal and written).
  • A proven experience in project management, resource management.

Desirable:

  • International and diverse experience, especially in the context of chemical industry or military chemical facilities, or experience with disarmament issues in the field of chemistry.
  • Demonstrable experience of high-level negotiation in technical, public administration, military, or diplomatic environments.
  • Experience in the implementation of KM projects and awareness and contribution to KM activities.
  • Experience in knowledge transfer and mentoring of staff.
  • Experience in development of national or international policy related to the chemical industry or chemical security.
  • Health and Safety: strong background, culture, and commitment.
  • Experience in fields related to the verification regime under Article VI of the CWC.
  • Technology: experience with technical projects in areas related to developments in science and technology.

Language Requirements: 

Proficiency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.
